Clark Field, The Philippines
For the Navegante Group and Asian developer Henry Tan, The Innovation
Group completed a market assessment for a proposed casino and
hotel entertainment resort at Clark Field north of Manila. Project
elements also included a theme park, retail and residential development.
In addition to Filipino market segments, the report analyzed
gaming markets from the Asian Pacific Rim, including Australia,
Malaysia, and Macao to forecast regional junket and tourist market
revenues. The market assessment took the form of a solicitation
document prepared to attract operators and investors for a privatization
project sponsored by the Philippine Amusement and Gaming Corporation
(PAGCOR).
Tonghae City, Republic of South Korea
Retained by Bora Construction, one of the largest private constructions
companies in Korea, The Innovation Group completed a feasibility
study for a casino and hotel resort at Mangsang Beach. In addition
to Korean gamers, the report analyzed gaming markets from the
Asian Pacific Rim, including Australia, Malaysia, and Macao to
forecast regional junket and tourist market revenues. The report
also assessed markets and projected revenues for a theme park
and golf course.
Micronesia Casino Resorts
The Innovation Group has conducted two feasibility studies for
resort developments in separate Pacific islands. In Tinian, north
of Guam, a market assessment was performed for Lode Star Casinos,
focusing on the regional tourism market, especially Japan, Korea,
China, Taiwan, and Hong Kong. A similar study was performed for
the archipelago of Palau, focusing on the potential of the resort
to attract gamers from Korea, Japan, and Southeast Asia.
Wuhan, China Theme Park
Retained by the Wuhan Yangtze Entertainment Corporation, The
Innovation Group has completed a feasibility analysis and marketing
prospectus for the development of the first industry-standard
theme park in all of China. Working in conjunction with Landmark
Entertainment, which designed and themed the Park, The Innovation
Group published a business prospectus of the project and assisted
project developers in securing financing and corporate sponsorship.

Eilat and Isle
of Peace, Israel
For the Venetian's president Sheldon Adelson and the Israel Land
Development Corporation, the Innovation Group has completed separate
feasibility studies for the resort of Eilat and the Isle of Peace.
For Eilat, market segments included existing tourism as well
as potential induced visitation to the casino from throughout
Israel. Political developments and hotel occupancy in Eilat were
examined as well as demographic information on the market segments.
The Innovation Group also completed a feasibility study for a
proposed master-planned casino resort at the Isle of Peace, on
the Jordanian border near the Sea of Galilee. The casino market
assessment took into consideration the newly existing Oasis Casino
in Jericho, casinos in the southern coastal market of Taba and
Eilat, and the propensity for Israelis to travel to European
gaming markets.
Taba, Egypt
For Caesars World, we studied the feasibility of a casino and
hotel as part of a resort complex in Taba, near the Israeli border.
Potential local market participants were examined, although the
major market segment studied was the Israeli market, including
existing visitors to the Israeli resort of Eilat as well as the
potential for induced visitation to Taba.
Morocco-Two Casino Developments
The Innovation Group has completed two feasibility studies in
Morocco. For Isle of Capri Casinos, we conducted a market assessment
for an urban casino in Marrakech. For Direct Impact Gaming, we
assessed the feasibility of reviving a destination casino in
the seaside resort of Mohammedia, north of Casablanca. Gaming
patrons and revenues were projected for the extensive local market
as well as the regional and international tourist market.
South Africa
In response to the government of South Africa casino privatization
program, The Innovation Group completed separate market assessments
for Caesars World and Playboy Enterprises.
Tunisian Resort Casino

Two scenarios were investigated for a proposed Caesars World

examined revenues to be generated by a full, unrestricted casino.
The second scenario analyzed a constrained market of video machines

Porto Carras, Greece
Following legislation allowing the privatization of casinos in
Greece, Casino Magic retained The Innovation Group to investigate
the feasibility of entering a joint-venture with local investors
(as required under the legislation) in operating a casino resort
on the Macedonian peninsula.
Thessaloniki, Greece
Following legislation allowing the privatization of casinos in
Greece, Hyatt Hotels retained The Innovation Group to investigate
the feasibility of entering a joint-venture with local investors
(as required under the legislation) in operating the Regency
Casino.
Toledo, Spain
For Caesars World, we completed a market feasibility study for
the potential development of a casino resort in Toledo, Spain,
approximately 1 hour south of Madrid. The proposed development
included a Las Vegas style casino, water park, hotel and food
and beverage operations. The Innovation Group analyzed the existing
gaming market in Spain as well as the European continent, and
projected patron counts and estimated revenues. The Innovation
Group also prepared an Economic Impact Report for the development.
Ciudad Real, Spain
For the French casino operating company Groupe Lucien Barriere,
The Innovation Group performed a market assessment and pro forma
for a proposed U.S.-style casino, five star hotel, theme park,
and golf course in Ciudad Real.
Mallorca, Spain
Also for Caesars World, we completed a market feasibility study
for the potential development of a casino resort on the Mediterranean
island resort of Mallorca.
Switzerland

Argentina-Three Casino Developments

Colombia
The Innovation Group has completed two feasibility studies in
Colombia. For the Colombian American Development Corporation,
we investigated the feasibility for a casino as part of a major
entertainment and retail development north of Bogota. For International
Thunderbird, we recently conducted a feasibility analysis for
a casino in Medellin.
International Thunderbird-Latin America
The Innovation Group has a long-standing relationship with International
Thunderbird, the largest casino operator in Latin America. International
projects have included Argentina, Columbia, Venezuela, Nicaragua,
Panama, and El Salvador. Following our analysis of the Panama
market, International Thunderbird was awarded a gaming license
by the Panamanian government in its privatization program of
state-run casinos and slot route operations.
Mexico
The Innovation Group has completed numerous studies for destinations
throughout Mexico in anticipation of legalization by the government
of Mexico. Clients include the Venetian, Caesars Entertainment,
and the Riviera. Markets analyzed include Acapulco, Cancun, Cuernavaca,
Nuevo Laredo, Puebla, Puerto Vallarta, and Veracruz.
Cancun, Mexico Economic Impact Study
The Innovation Group developed a marketing study for submission
to the Mexican government evaluating the economic benefits of
gaming development in Cancun. The historical and current status
of tourism development in the region were evaluated in comparison
to other Caribbean destinations which offer casino gaming as
one component of the vacation experience. The study presented
a qualitative assessment of the potential economic benefits and
highlighted the experience and talents of the prospective casino
operator.
National Government of Panama
The Innovation Group assessed the potential gaming market in
Panama under a number of scenarios relating to privatization,
facility placement, and mixture of full casinos and slot rooms.
Subsequent to our analysis, the state-run, hotel-based casinos
and slot rooms were privatized and upgraded by international
operators.
St. Croix, U.S.V.I.

Casino Magic Development Corporation
The Innovation Group prepared a market analysis for a multi-faceted
development in Edmonton, Alberta. This included a market assessment
for a full-service, 2,750-position casino, including consideration
of the local and tourist markets. In addition, a market assessment
for an adjacent 450-room hotel, an 18-hole golf course, and a
theme park were prepared. The Innovation Group prepared schematic
and design drawings for each of the proposed development components.
The final element in the study was to compile an economic impact
assessment for the entire development. To accurately reflect
the impact on the local economy, a locally calibrated input/output

California Impact Analysis
Following the signing of the new state-tribal gaming compact
in California in September 1999, Bear Stearns retained The Innovation
Group to assess the impact of the new California gaming market
on Nevada. Projecting for expansion of existing tribal casinos
and new developments, The Innovation Group analyzed local California
gaming markets by region and assessed the resulting impact on
the major Nevada markets. The report was published by Bear Stearns
and released at the World Gaming Congress in Las Vegas to highly
favorable reviews.
California Gaming Almanac
The Innovation Group prepared for Jefferies a comprehensive analysis
of the California gaming market for both local and tourist market
segments. Compiling a database of federally recognized California
tribes and existing and proposed facilities, we applied our proprietary
assessment model to determine projected revenues by region.
Sumitomo Trust & Banking Co.
Market analysis and revenue forecast were performed for two card
clubs (one existing and one proposed) in Gardena, California.
A revenue validation was performed to determine where revenue
leakage was occurring at the existing facility and strategies
were recommended to enhance gaming revenue.
Isle of Capri
The Innovation Group has conducted a number of studies for Isle

Pechanga Casino/Hotel and Ancillary Facility Feasibility & Land
Use Analysis
The Innovation Group provided an analysis of the existing temporary
casino operation and a feasibility analysis for a permanent casino
and hotel in Temecula, California. Additionally, a highest and
best use assessment was performed to determine the most appropriate
development scheme for additional tribal land near the casino
site. Ancillary facilities investigated included the following:
golf course, driving range, recreational vehicle park, amusement
center, gas station, convenience store and retail outlet. Following
passage of California Proposition 5, the Pechanga Band of Luiseno
Indians retained The Innovation Group for an update of the full

& Casino, the largest such facility in Cripple Creek, Colorado,
The Innovation Group provided marketing and operations consulting
services that contributed to the successful turnaround of its
operations, enabling it to emerge from Chapter 11 bankruptcy
reorganization. New promotional and database marketing programs
were developed and implemented, and changes to food and beverage
product were initiated, allowing the facility to reach a broader
segment of the customer base while enhancing operational efficiencies
that more than doubled EBITDA.
Connecticut
City of Bridgeport, Connecticut
The Innovation Group was hired by the City of Bridgeport, Connecticut,
to act as their consultant in the evaluation, analysis, and development
of policies pertaining to gaming in the city. The firm assisted
the City in the development of draft gaming legislation to ensure
that legislation was beneficial to the city and included testifying
before Connecticut State legislative committees. The Innovation

800 gamers randomly selected within the Blue Chip market area.
The survey was stratified by region, based on different sets
of prime competitors and different levels of visitation to Blue
Chip. The results of the survey provided management with a wealth
of data and feedback on several critical issues including players
club, F&B service and amenities, advertising and awareness, high
limit slot areas and competitive advantages.
Trump Casino
The Innovation Group conducted a patron database analysis to
assist Trump Casino in Gary, Indiana in tracking changing market
conditions from increased competition. The database was displayed
graphically on a map showing Trump patrons by zip code. A telephone
survey was conducted along with a license plate survey in competitor
parking lots. License plate numbers were matched to zip codes
and to improve the effectiveness of direct mail marketing. Trump
Casino significantly improved its market share as a result of
the study.
Evansville, Indiana
As part of the required submittal materials for the licensing
process, The Innovation Group developed a market assessment and
prepared an economic impact analysis for a riverboat casino in
Evansville. The economic impact study evaluated direct impacts,
casino jobs and wages and actual spending in the casino by the

Grand Casino Avoyelles
The Innovation Group completed a comprehensive operations review
and feasibility study (including market assessments and operating
pro formas) for this land-based casino near Baton Rouge, Louisiana.
Existing revenue and visitation trends were analyzed along with
expected changes in the competitive environment to determine
the optimum strategy and sizing for an expansion of all components
of the facility, including casino, hotel, busing program, food
and beverage, golf course, and multi-purpose convention and entertainment
center.
Harrah's
Site evaluations, traffic impacts, design of signal and roadway
improvements, zoning and permitting, and land use issues were
included in the services provided to developers of the only land-based
casino in Louisiana. During the proposal development stage, the
firm was involved in the development of the master plan and addressed
traffic access, circulation, and parking. The proposal effort
also included development of cost estimates, schedule, and implementation
plan, as well as operational plans for marketing, public safety,
and security.
Jazz Casino Company-Urban Festival Marketplace
The Innovation Group performed a land use survey and zoning review
preliminary to a planned entertainment/retail pedestrian mall
adjacent to the Harrah's casino in downtown New Orleans. Consequent
to the survey, strategies were recommended for rezoning and conditional
use permits necessary to facilitate the entertainment development.

The Innovation Group analyzed the market potential for eight
cities in the state of Massachusetts. Based on the extensive
overlap between market areas, a gravity model was developed and
used to analyze the local market segment. All potential sites
were visited with extensive research on area tourist markets.
The study estimated for each market the number of gamer visits
per year and the total gaming revenues expected. Various scenarios
with combinations of dockside and cruising gaming and different
casino locations were analyzed providing a range for the market
under varying conditions.

For Hollywood Casinos and Tri-State Greyhound, The Innovation
Group performed a gaming market assessment and economic impact
study for four racetracks in the vicinity of Detroit: Northville
Downs, Hazel Park Raceway, Jackson Raceway, and Sports Creek
Raceway. Casino revenues were estimated as well as the impact
on track handle created by the dedication of racing/gaming center
dollars to purses. The economic impact on state and local governments
were also been estimated and the market impact on the existing
casino market in Detroit.
Minnesota
Northern Lights Casino
The Innovation Group performed a comprehensive planning assessment
for a casino expansion and destination resort in northern Minnesota.
The report assessed all aspects of the proposed development plans,
from the casino expansion to the supporting amenities such as
hotel, conference center, RV park, retail and child care. It
included an analysis of the effect of the Northern Lights Casino
on the tribe's other facility, the Palace Casino, as well as
an analysis of the optimal size of the casino. Financial operating
statements showing revenues, expenses, and cash flow for five
years were provided for the casino, hotel, conference facility,
and RV park.
Canterbury Park, Minnesota
The Innovation Group performed separate market assessments for
a slot parlor and a card room at Canterbury Park near Minneapolis.
Mississippi
Hilton Hotel Corporation
The Innovation Group evaluated the potential change in gaming
revenues and attendance as a result of increased gaming availability
on the Mississippi Gulf Coast. A regression analysis of the Gulf
Coast market to date was developed relating monthly revenues
to the square root of the number of devices. This study also
included a telephone survey of 400 respondents to measure expected
changes in gaming behavior in Mississippi with the opening of
new gaming venues in Louisiana.

Trump Casinos
The Innovation Group has conducted a number of studies for Trump
Casinos including potential developments in Oakland and Coachella
Valley, California, Biloxi, Mississippi, Longview, Washington,
Detroit, Michigan, Niagara Falls, Ontario and Kansas City and
Wyatt, Missouri. In addition, we have done extensive work for
the Trump Casino in Gary, Indiana, including player tracking
surveys and expert witness testimony.
Isle of Capri - St. Louis, Missouri
The Innovation Group has conducted a number of studies for Isle
of Capri including potential developments in California, Louisiana,
and Mexico and Isle casinos in Lake Charles, Louisiana and Vicksburg,
and Natchez, Mississippi. We also performed a market assessment
and provided expert witness testimony in the Isle of Capri's
successful bid for a hotly contested gaming license in St. Louis,
Missouri.

Starwood Hotels and Resorts Worldwide, Inc.
The Innovation Group has conducted a number of studies for Starwood,
most recently an evaluation of hotel and casino operations at
the Desert Inn. This evaluation was performed to assist Starwood
in its decision to revamp or dispose of the famed Las Vegas property.
The Innovation Group evaluated hotel occupancy and operations,
casino operations, food and beverage, and marketing of the property,
and completed proformas based on our recommended repositioning
of the facility in the highly competitive Las Vegas Strip environment.
Playboy Enterprises, Inc.
Playboy retained The Innovation Group to investigate the feasibility
of establishing a Playboy-branded casino in Las Vegas. Playboy
was considering two potential joint venture partners: Harvey's
and Aladdin. The Innovation Group conducted project scoping and
potential valuation of the Playboy brand for an off-strip site
under consideration. Local and tourist market demographics, product
positioning, and relationship with nearby themed properties were
examined.
Laughlin Tourism Council, Nevada
The Innovation Group performed a market overview and tourism development plan
for the market of Laughlin, which was facing a developing competitive threat from
tribal gaming in California and an aging infrastructure. Our analysts worked with
industry and city officials in mapping a strategy for re-positioning the jurisdiction
in terms of smart marketing and infrastructure development.
Pioneer Hotel and Gambling Hall
The Innovation Group conducted a comprehensive performance evaluation
of the Pioneer Hotel and Gambling Hall in Laughlin, Nevada for
the Santa Fe Gaming Corporation. This evaluation was part of
a strategic planning effort in response to increasing competition
from tribal gaming in California. Property positioning and marketing,
slot operations, hotel operations, and historical performance
were evaluated in forecasting future revenues and the impact
from California based on a number of capital-improvement scenarios.
Desert Inn
Prior to its purchase by Steve Wynn, Starwood Hotels and Resorts
retained The Innovation Group to conduct a comprehensive operations
review of the Desert Inn, including pit and slot operations,
entertainment, marketing and promotions, and hotel operations.
These operations and the overall property positioning were evaluated
and recommendations made to improve profit margins, including
slot and table mix, property positioning and floor manager activity
during promotions and entertainment offerings, and level of hotel
comping.
New
Hampshire
State of New Hampshire
The Innovation Group prepared an analysis of the potential New
Hampshire gaming market for the state legislature in considering
options for development. Following a preliminary review of the
state, The Innovation Group developed six scenarios involving
one or two casinos in three locations around the state. The scenarios
were developed considering the state's two goals of maximizing
revenue to the state and providing economic development opportunities
to specific regions. The analysis projected both increased gaming
revenues as well as potential impacts on other industries in
the state such as the pari-mutuel industry, restaurants and bars,
and increased governmental costs in the areas of enforcement
and regulation.
New
York
Hyatt Hotels
The Innovation Group has been retained by Hyatt Hotels Corporation
to provide market research and analysis on two separate occasions.
An assessment was performed for the Buffalo, New York market
to project top-line revenues at a potential Hyatt gaming facility.
A market analysis was also conducted for a Players International-Hyatt
joint-venture in New Orleans, Louisiana.
New York Racing Association
The Innovation Group provided a statewide racetrack casino market
forecast for the New York Racing Association, culminating in
a projection of revenues that could accrue to the State Lottery,
providing additional funding for public education. Additionally,
a revenue distribution recommendation was proposed based on existing
conditions in states already offering racetrack casino gaming,
demonstrating the impact that could be expected at the local
and county level. Based on the revenue projections made, it was
also possible to project the total employment that would be created
by the introduction of racetrack casinos to the state, as well
as the incremental earnings that would be attained by residents
of the state.
Monticello Racetrack, New York
For Alpha Hospitality, The Innovation Group performed a market
assessment for a potential casino at the Monticello Racetrack
in upstate New York.
Pennsylvania
Players International
The Innovation Group has completed a number of studies for Players
International (now owned by Harrah's) beginning in 1993, including
Players operations in Indiana, Illinois, and Louisiana as well
as potential developments in Mississippi, Missouri, Pennsylvania,
Tennessee, Boston, Belize, and Cancun.
Penn National
In addition to demographic studies for the company's racetracks,
The Innovation Group has completed market assessments in Penn
National's movement into the casino industry. Following our market
assessments for the Gulf Coast properties Casino Magic-Bay St.
Louis and Boomtown Casino, Penn National completed its successful
purchase of the two facilities.
Pittsburgh, Pennsylvania Site Analysis
The suitability of three proposed sites for gaming development
was evaluated based on land use and zoning, access, infrastructure,
environmental issues, and market potential. The three sites were
located in the Pittsburgh area with one site downtown and the
remaining two in suburban locations. The analysis compared each
site under two different licensing configurations and four separate
competitive scenarios. Additionally, the impact of the tourist
market was considered. The Innovation Group also conducted detailed
site evaluations for each location, considering access, development
opportunities, physical and social constraints, and other qualities.
Environmental evaluations by another firm, with oversight by
The Innovation Group, were completed for each site and incorporated
into the evaluation. All of the data was compiled into a single
report and summarized in a matrix for comparison.

Oglala Heritage & Education Center, Badlands National Park,
South Dakota
The Innovation Group has recently completed a feasibility study
for a multi-component facility planned for the South Unit of
Badlands National Park. The study components included a hotel,
convention center, museum and visitors center, gas station and
convenience store, and campground. The Innovation Group projected
hotel and campground occupancy, as well as attendance at the
museum and visitors center. Recommended sizing and financial
pro formas were provided for all components.
Tennessee
Players International
The Innovation Group has completed a number of studies for Players

Virginia
Spirit Cruises-Norfolk, Virginia
A preliminary development program was developed for a downtown
gaming site based on an assessment of the market potential. After
projecting the number of annual gamer visits, a building program
identifying square foot requirements for each component including
parking demand was developed. Considering the relationship with
adjacent land uses (a waterfront park and a major retail center),
alternative site plans were prepared. A design charrette was
held with representatives of City Planning and other city agencies
to refine the development plans

Trump Casinos

Yakama Resort Conference Center
The Innovation Group completed a feasibility study for the Yakama
Nation's proposed development of a hotel and conference facility
on their tribal land in Toppenish, Washington. The hotel analysis
consists of two phases: the market analysis and the preparation
of estimates of future operating revenues and expenses. The market
report: arrived at conclusions relating to overall room-night
demand for lodging facilities within the competitive market supply
for the hotel, including an analysis of the corporate, group
meeting, and leisure market segments; determined the adequacy
of the proposed facilities, including an analysis of the mix
and configuration of the guest rooms, meeting space, and food
and beverage facilities; assessed the Hotel's potential performance,
projecting performance over the first five full years of operations;
and determined the Hotel's competitive advantages and disadvantages,
relative to existing and future competitive supply.
Clearwater Hotel and Casino Feasibility Analysis
The Innovation Group provided an analysis of the Western Washington
and Puget Sound area hotel and gaming markets in order to determine
the feasibility of moving the casino from its temporary SPRUNG
structure into a larger, permanent structure, and assessed the
feasibility of a hotel to be constructed at the site. Markets
assessments were performed which led to a projection of gaming
win and hotel room night demand. Financial projections were prepared
for the hotel and the casino, which assisted in the determination
of the optimal sizing of the hotel. Meeting space was also to
be included in the Clearwater Hotel. A market assessment was
performed of meeting space supply and demand in the Puget Sound
area, from which an optimal sizing of hotel conference space
was derived. The Innovation Group's analysts also worked with
the casino's management to point out where it appeared that cost
overruns were occurring, where it was evident that inefficiencies
existed, and how these problems could be abated.
Skagit Valley Casino Resort
For the Skagit Valley Casino Resort, The Innovation Group performed
a detailed geographic analysis of their player database system
in anticipation of increased competition in the north Puget Sound
region. Using our GIS system the Innovation Group was able to
map such attributes of club members as geographic distribution
and market penetration by zip code, frequency of visitation by
zip code and theoretical and actual win by zip code. Comparing
these results with Simmons survey data on casino gaming propensity
and Claritas cluster analysis, we were then able to identify
zip codes of high gaming potential that were underrepresented
in their player database. These zip codes were targeted in a
direct mail survey, the results of which were analyzed to form
recommendations to improve market share. Recommendations were
made for advertising and marketing, direct mail programs and
incentives, marketing themes, property improvements, and ongoing
database analysis.

Wheeling Downs, West Virginia
The Innovation Group performed a market assessment for an amenities
expansion at Wheeling Downs. Revenues and casino-impacts for
the following proposed components were assessed: hotel, theater,
bowling, and entertainment complex.
Wisconsin
Ho Chunk Nation
The Ho Chunk Nation proposed a casino development in the downtown
Lacrosse, Wisconsin area, for which The Innovation Group assessed
the economic impact. The casino was to be located in an area
where a significant volume of inter-state tourism could be expected,
but where a minimal amount of tourism had been occurring. The
economic impact analysis examined the employment and earnings
that would be created at the casino as a result of development,
as well as the indirect impact that the Lacrosse community could
expect as a result of new dollars being spent in the local economy.
