  Public Agencies
Public agencies turn to The Innovation Group for feasibility studies, strategic planning, and advice for structuring new gaming jurisdictions or privatizing state-run operations. Our analysis and recommendations have led to changes in gaming laws and policies throughout the United States and the world.
 
 
 
 


City of Bridgeport, Connecticut
The Innovation Group evaluated and developed policies pertaining to gaming in the city. We drafted the gaming legislation to ensure that it was beneficial to the city and testified before Connecticut state legislative committees. We also evaluated sites for their suitability for gaming operations and for traffic impacts.

Maryland Senate
Paul Girvan, The Innovation Group's Managing Partner, testified before the Maryland Senate and provided revenue estimates in support of legislation by the Maryland Department of Legislative Services. The Senate voted to allow up to 15,500 slot machines at six locations throughout the state. The bill's success was partially based on our projections of gaming revenues that the state could put into its school system.

U.S. Department of the Interior
The Innovation Group President Steve Rittvo was engaged by the U.S. Department of the Interior as an expert witness to testify before a NAFTA tribunal, an adjunct of the World Court. At issue was a casino owned by U. S. interests that was shut down by the Mexican government. Steve's testimony provided a basis for the valuation of this skill-game amusement center.

Commonwealth of Pennsylvania
Pennsylvania Senator Vincent Fumo, who drafted the bill that legalized gaming in the state, hired The Innovation Group to conduct the research that supported his position. The Senator hired The Innovation Group, to whom he referred in the press as the "industry leader in gaming market analysis," to determine what degree of gaming was needed to meet Governor Ed Rendell's stated goal of generating $1 billion annually for tax relief. The Innovation Group conducted a thorough gaming market analysis to estimate the number and location of venues that would be necessary, as well as the number of gaming devices.

State of New Hampshire
The Innovation Group prepared an analysis of the potential New Hampshire gaming market for the state legislature in considering options for development. Following a preliminary review of the state, The Innovation Group developed six scenarios involving one or two casinos in three locations around the state. The scenarios were developed considering the state's two goals of maximizing revenue to the state and providing economic development opportunities to specific regions. The analysis projected both increased gaming revenues as well as potential impacts on other industries in the state such as the pari-mutuel industry, restaurants and bars, and increased governmental costs in the areas of enforcement and regulation.

Government of Israel, National Gaming Study
The Innovation Group prepared a gaming market assessment for the government of Israel as it considered legalizing casino gaming. Jewish, Arab, and tourist market segments were analyzed for a number of development scenarios ranging from isolated resort development in Eilat to widespread urban casinos.

Laughlin Tourism Council, Nevada
The Innovation Group performed a market overview and tourism development plan for the market of Laughlin, which was facing a developing competitive threat from tribal gaming in California and an aging infrastructure. Our analysts worked with industry and city officials in mapping a strategy for re-positioning the jurisdiction in terms of smart marketing and infrastructure development.

National Government of Panama
The Innovation Group assessed the potential gaming market in Panama under a number of scenarios relating to privatization, facility placement, and mixture of full casinos and slot rooms. Subsequent to our analysis, the state-run, hotel-based casinos and slot rooms were privatized and upgraded by international operators.

People's Republic of China, National Lottery Study
The Innovation Group was retained by the Ministry of Culture to investigate the feasibility and economic impact of a national lottery based on a lottery terminal route operation.
